Saw a commercial for Righteous Kill where it said “starring together as never before” about Al Pacino and Robert De Niro. What does that mean?

That *is* funny. In THE GODFATHER II, they never appear on screen together and then in HEAT, which is almost three hours long, they are together for only a handful of minutes (maybe ten?). So, the admasters are letting you know that this is a tremendous, must-see-several-times occasion. 🙂
